The 16 routes into Paraguay we have on record, and what each one actually requires. This is published information, not an assessment of your case.
Paraguay — Temporary residence (two years)
Passive incomeThe standard entry point to Paraguay since the 2022 migration law: up to two years of temporary residence, renewable, which must come before permanent residence.
What it actually requires
Ley 6984/2022 art. 46: temporary residence is granted for up to 2 years, renewable for the same period, and is a prerequisite for permanent residence. The law exempts investors under the SUACE system (art. 46; see PY-INVESTOR-PASS-PRODUCTIVE), and art. 48 sends the foreign spouse, children and grandchildren under eighteen of a repatriated Paraguayan national, and the spouse of that national's child, directly to permanent residence (see PY-FAMILY and PY-ANCESTRY). Art. 50 lists the documents: passport or identity document, a consular visa where one is required, proof of entry, birth certificate, civil-status certificate, criminal-record certificates from the country of origin or of residence in the last 3 years, from INTERPOL and from the Paraguayan National Police (each from age 14), two sworn declarations (respect for the Constitution and laws; profession or activity and domicile), and the fee. While the application is pending the applicant holds 'residente precario' status, which allows work, study and travel. Proof of economic solvency is asked at the permanent-residence stage under Resolución DNM 407/2026, not in the published temporary-residence list. Constitution art. 148 asks for three years' radicación; it does not say whether the temporary years count, so five years from arrival is the longer reading, not a settled figure.

Paraguay — Permanent residence
Passive incomeIndefinite residence, granted after the temporary-residence period, and the stage at which economic solvency has to be proved.
What it actually requires
Ley 6984/2022 art. 47: permanent residence is for a foreigner who intends to settle definitively, after completing the temporary-residence period. The migration authority asks for the change of category within the 3 months before the temporary card expires. Documents (art. 52 and the authority's published list): identity document, Paraguayan cédula, temporary-residence card, criminal-record certificates from the National Police, the courts and INTERPOL (from age 14), and — for applications from 6 July 2026 — proof of economic solvency under one of the 12 categories of Resolución DNM 407/2026. It can be refused for convictions carrying more than 2 years' imprisonment. The card is definitive and renewed every 10 years (art. 59); it is lost after more than 3 years' unjustified absence (art. 54). Constitution art. 148 asks for three years' radicación; it does not say whether the temporary years count, so five years from arrival is the longer reading, not a settled figure.

Paraguay — Permanent residence by investment
InvestmentInvestors registered through the SUACE system skip temporary residence and go straight to permanent residence (Ley 6984/2022 art. 46); the relatives of a repatriated Paraguayan national also go straight there, under art. 48.
What it actually requires
Ley 6984/2022 art. 46 exempts from the temporary-residence stage foreigners who can prove investments in Paraguay under Ley N° 4986/2013 (SUACE), leaving the detail to regulation. Since Resolución MIC 0283/2026 the certificate that proves it is the Constancia de Inversionista Extranjero, in four modalities: productive investment from USD 70,000 with at least 5 formal jobs and a business plan; financial instruments from USD 200,000 held at least two years; real estate for economic activity from USD 200,000; tourism from USD 150,000 with a business plan. See PY-INVESTOR-PASS-PRODUCTIVE and PY-INVESTOR-PASS-PASSIVE. Permanent residence starts the naturalisation clock at once.

Paraguay — Residencia temporaria y permanente Mercosur
WorkNationals of eight South American countries get two years of Paraguayan residence on nationality alone, then convert to permanent.
What it actually requires
Open to nationals of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia and Ecuador, the states currently party to the Mercosur Residence Agreement. Requires an identity document, birth certificate, criminal-record certificates (country of issue and Paraguayan National Police, from age 14), a civil-status certificate where applicable, a sworn declaration of no international record, and proof of presence in the country. No job offer, income test or investment for the temporary stage. From 6 July 2026 Resolución DNM 407/2026 applies its solvency proof to Mercosur permanent applications too. A Paraguayan cédula comes only with the permanent residence. Paraguay — Residencia permanente for spouses of Paraguayans (Ley 2193/2003)
FamilySpouses of Paraguayan nationals go straight to permanent residence with no temporary stage; the fee is waived with a repatriation certificate if the marriage took place abroad.
What it actually requires
Marriage to a Paraguayan national. Ley 6984/2022 art. 48 gives the foreign spouse of a repatriated Paraguayan national direct permanent residence, and the migration authority processes it under Ley 2193/2003 (which authorises the National Police to issue a cédula to foreign spouses of Paraguayans). An optional first step is the Certificado de Repatriación from SEDERREC, which unlocks the cédula before the residence card and waives the residence fee — but only for spouses who married ABROAD; a spouse who married in Paraguay pays the permanent-residence fee (Gs. 2,926,925). The residence application must follow within 90 days of the cédula. The card is definitive, renewed every 10 years.

Minors (0-17) apply in the 'Niños, Niñas y Adolescentes' category, exempt from proving solvency, alongside a parent who holds or applies for residence. Paraguay — Naturalisation as a Paraguayan
Residence then citizenshipThree years' radicación and a trade or profession exercised in Paraguay make a foreigner eligible for Paraguayan nationality; political rights follow two years later.
What it actually requires
Constitution art. 148: legal age (mayoría de edad), at least three years' radicación in the national territory, the exercise in the country of a profession, trade, science, art or industry, and good conduct as defined by law. Art. 154 gives the judiciary exclusive competence over acquisition of nationality. Art. 152 makes a naturalised Paraguayan a citizen only two years after naturalisation. Art. 150: a naturalised Paraguayan loses the nationality by voluntarily acquiring another, or by more than three years' unjustified absence declared by a court. Art. 149 admits multiple nationality by international treaty with constitutional reciprocity; the Constitution does not itself require renouncing a previous nationality, and whether the naturalisation procedure does was not read. Art. 148 does not say whether temporary-residence years count towards the three.

Paraguay — Bank-deposit permanent residence (~USD 5,000) — abolished

What it actually requires
Ley 6984/2022, promulgated 17 October 2022 and published 18 October 2022, repealed Ley N° 978/1996 'De Migraciones' (art. 107) and made temporary residence a prerequisite for permanent residence (art. 46). The law's exceptions include SUACE investors (art. 46) and the foreign spouse, children and grandchildren under eighteen of a repatriated Paraguayan national (art. 48).
