Moving to Andorra

The 4 routes into Andorra we have on record, and what each one actually requires. This is published information, not an assessment of your case.

Andorra — Passive residence (residencia sense activitat lucrativa) - REPRICED 2026

Passive income
What it actually requires

MAJOR CHANGE via Llei 2/2026 (in force from ~22 Jan 2026): investment threshold raised from EUR 600,000 to EUR 1,000,000 in Andorran assets (real estate - min EUR 800k per property unit, resident-company shares, public debt, qualifying financial instruments, AFA deposits); REDUCED to EUR 400,000 if invested in the Fons d'Habitatge (housing fund); plus NON-REFUNDABLE fee to AFA: EUR 50,000 main applicant + EUR 12,000 per dependent (replacing the old refundable EUR 47,500/EUR 9,500 deposits); certain fund investments only count for 36 months then must be redeployed. Only ~90 days/year physical presence required (but note: TAX residency needs more - see tax module). Old 600k figures now WRONG - purge from any cached content. (PR: renewable long-term residence)

Andorra — Naturalisation - long and exclusive

Residence then citizenship
What it actually requires

20 YEARS of principal and permanent residence, interrupted or not, with principal and effective residence in the country for at least the five years before the application (art. 11.1); or 10 years' residence immediately before the application plus at least ten school years in Andorran schools teaching the Andorran curriculum, or complete compulsory schooling in Andorra (art. 11.2). Proof of integration (art. 36) and, for applicants under 70, a B1 Catalan diploma (art. 29.1.f). NO DUAL CITIZENSHIP: a favourable decision only promises the nationality, which is granted once you prove, within five years of being notified (extendable by up to two), that every other nationality has been lost (arts. 7 and 28). A prior conviction for an intentional offence carrying one year's imprisonment or more bars the application while it stays on the record (art. 11.3), and the Govern may refuse on grounds of public order or national interest (art. 11.4). The law has no citizenship-by-investment route. Practically: Andorra is a low-tax residence product; the passport is a 20-year commitment that costs you your original nationality.

Andorra also has a citizenship-by-descent route, which is a different kind of claim: it can mean you already hold the right rather than qualifying for one.
